What do fragrance oils dissolve in?

Fragrance oils are hydrophobic and do not dissolve in water. They should always be blended in a carrier:

Alcohol – ideal for perfumes, sprays and fresheners.
Vegetable oils – suitable for massage blends and cosmetics.
Polysorbate 80 – enables mixing with water.
Augeo – suitable for perfumes and diffusers.

Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures :

H315 Causes skin irritation. H317 May cause an allergic skin reaction. H319 Causes serious eye irritation. H411 Toxic to aquatic life with long lasting effects. P261 Avoid breathing vapors or dust. P264 Wash hands and exposed skin thoroughly after handling. P272 Contaminated work clothing should not be allowed out of the workplace. P273 Avoid release to the environment. P280 Wear protective gloves, eye/face protection. P302+P352 IF ON SKIN: Wash with plenty of soap and water. P305+P351+P338 IF IN EYES: Rinse cautiously with water for several minutes. Remove contact lenses, if present and easy to do. Continue rinsing. P333+P313 If skin irritation or rash occurs: Get medical advice/attention. P337+P313 If eye irritation persists: Get medical advice/attention. P362 Take off contaminated clothing and wash it before reuse. P391 Collect spilled product.
