Fragrance oils are hydrophobic and not water-soluble. They must always be blended with a suitable carrier:

Alcohol – ideal for perfumes, sprays, and diffusers.
Plant oils – suitable for cosmetics and massage oils.
Polysorbate 80 – allows blending with water.
Augeo – perfect for diffusers and room scents.
