What dissolves fragrance oils?

Fragrance oils are hydrophobic and do not dissolve in water. Always mix them in a carrier:

Alcohol – ideal for perfumes, sprays, and air fresheners.
Vegetable oils – suitable for massage blends and cosmetics.
Polysorbate 80 – enables blending with water.
Augeo – great for perfumes and diffusers.

Regulation (EC) No 1272/2008 on classification, labeling and packaging of substances and mixtures:

H315 Causes skin irritation. H317 May cause an allergic skin reaction. H319 Causes serious eye irritation. H411 Toxic to aquatic life with long lasting effects.
