What do fragrance oils dissolve in?

Fragrance oils are hydrophobic and do not dissolve in water. They should always be blended in a carrier:

• Alcohol – ideal for perfumes, sprays and fresheners.
• Vegetable oils – suitable for massage blends and cosmetics.
• Polysorbate 80 – enables mixing with water.
• Augeo – suitable for perfumes and diffusers.

Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures :
